8月5日，国务院联防联控机制召开新闻发布会，教育部、工业和信息化部、文化和旅游部有关司局负责同志介绍进一步加强疫情防控有关情况。文化和旅游部将结合疫情防控中高风险地区管理措施，对跨省旅游活动进行联动管理。对出现中高风险地区的省（区、市）暂停跨省旅游活动，待省域内中高风险地区降为低风险地区后，恢复跨省旅游活动。

余昌国介绍，文化和旅游部积极指导旅游景区应对疫情变化，落实防控要求。密切跟踪各地旅游景区疫情防控措施情况，要求旅游景区在地方党委、政府领导下，按照当地疫情防控风险和应急响应要求，科学动态调整防控措施。截至8月4日，全国已有20个省（区、市）的1152家A级旅游景区暂停开放。指导A级旅游景区严格落实“限量、预约、错峰”要求，按照当地党委、政府的疫情防控要求，严格控制游客接待上限。严格落实门票预约制度，确保游客信息可查询可追踪。截至目前，全国90%以上的5A级旅游景区已基本实现分时预约。借助网络预订和大数据平台，在旅游高峰期对热点景区发出预警提示，为各地开展游客流量调控提供重要参考。严格落实进景区景点前扫码登记、测体温等要求，督促游客执行好“一米线”、佩戴口罩等防控措施。严格落实景区内重点场所、重点设施防控要求，对容易形成人员聚集的项目和场所，强化局部卫生管理和防控措施。要求景区加强员工健康管理和上岗培训。鼓励景区积极利用智慧景区建设成果，拓展无接触服务，加强信息发布，做好防控宣传。同时，对全国文化和旅游行业室内场所提出强化防控措施的要求。目前，由文化和旅游部主办的全国性文化和旅游活动已采取延迟举办或改为线上举办。截至2021年8月4日，全国31个省（区、市）和新疆生产建设兵团暂时关闭公共图书馆256个、文化馆236个、文化站6757个。 （唐伯侬 杨丽敏）

Strictly implement the prevention and control requirements for key places and facilities in the scenic spot, and strengthen local health management and prevention and control measures for projects and places that are easy to form personnel gathering. The scenic spot is required to strengthen employee health management and on-the-job training. Encourage scenic spots to actively use the construction achievements of smart scenic spots, expand contactless services, strengthen information release, and do a good job in prevention and control publicity. At the same time, it puts forward requirements for strengthening prevention and control measures for indoor places in the national cultural and tourism industry. At present, national cultural and tourism activities sponsored by the Ministry of culture and tourism have been postponed or changed to online.
