世界文联罗华党主席与谭邦兰秘书长给文联成员的一封家信

各位世界文联的伙伴们：

律回春晖渐，万象始更新。

当时光更迭的钟声再次敲响，2022 年正步履匆匆的与我们挥手道别，此刻，世界文联的各个微信群里，各类战报仍此起彼伏，就在这月，我们的世界文联加入的各个协会的会员突破去年的40%，首创历史新高，为即将过去的2022 年完美收官留下了浓墨重彩的一笔。而此刻相信大家和我一样，都盼望着为过去的一年做个胜利的小结，的确，这一年，文联在各国家、各区域、各的协会的共同努力下已经成功跨过初建的门槛，正稳步踏入腾飞的序列，历史终将记载下这不平凡的一年。

六年前， 世界文联创会主席罗华党主席从北京来到重庆，面对文联各协会建设不足、团队不济的这一客观现状，罗华党主席和谭邦兰秘书长笃定摆在世界文化艺术界联合会面前就一条路可行，那就是必须通过提升世界文联核心建设来振奋各协会成员的士气，进而实现世界文联从小到大、从点到面，成为艺术文化领域协会标杆的转变。为了达成这一目标，我们从调整组织架构开始，确定了以“发展各国艺术界协会”为各项工作开展的主方向，以“文化建设”和“制度建设”为关键抓手，以“优化文联办公室建设”为核心保障，设立了业务架构与管理架构和会员发展的三轨运行。六年多来，各秘书处、各协会办公室及各协会办事处高效磨合，相互补位，全面实现了“职能掌控业务，区域保障执行，项目兑现结果”这一世界文联独有的铁三角管理体系。特别是“各地总部”的建设，使得文联更精准实现了以会员发展为导向的基础业务工作开展。这一年，世界文联各协会砥砺奋进，同心同行，各协会成员身体力行践行公司的发展战略，在一系列重大举措的实施及落地中，文联取得了一定的进步。更是在团队成员的壮大、文艺赛事的推广、文联各地总部的建立、各协会的挂牌成立、协会经营、文联项目招商、团队建设等核心指标上取得了重大突破。

这一年，我们共同约定了“发展+感恩”的核心价值观以及“说行合一”的核心文化。在协会上下 4000 余名成员的共同遵守下，我们锻造了一支忠于初心、行业出众、勤勉奉献的优秀团队。站在新的历史起点上，我们更要心怀感恩。感恩这个伟大的时代，感恩协会主席给予的信任，感恩世界文联这个平台的坚强支持，感恩每一位在文联内部成员的辛勤付出，感恩所有协会成员的支持理解。

在这一年，世界文化艺术界联合会架起了沟通的桥梁，各协会在各自的艺术领域中举办各种文化艺术赛事推广优秀的文化艺术，其中，世界青少年文化交流协会、亚洲直播协会、世界华人文化交流协会、世界中老年文化交流协会、亚洲戏曲协会、亚洲演艺协会、中国艺术团等协会发挥了重要的作用。世界文联精英网、世界文联行政院与秘书处等各部门相互配合，为各协会文化艺术的推广，也有着不可磨灭的贡献。

时代的车轮，滚滚向前。世界文联各协会，比以往任何一个时期，更渴望精神上的满足与情感的交流，“人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾，是现阶段的主要矛盾”。主动回应时代的感召，世界文化艺术界联合会坚持为各协会提供高品质的契机，坚持与各协会一同携手塑造世界一流的文化交流平台，我们将义无反顾！

雄关漫道真如铁，而今迈步从头越。今天的世界文化艺术界联合会已经站在历史上最好的起点，壮大成了 60余个艺术协会近 5000余名成员的庞大组织，管理规模继续领先同类性质协会。作为具有“海纳”性质的平台，我们坚持人才是协会最宝贵的财富，我们始终关注人、尊重人、更激发人，一年多来，我们通过各类竞聘已提拔成长了近乎50名的协会主席及以上领导干部。我们坚信，只有组织洋溢着奋斗文化，以不拘一格的用人观为纽带，才能更好的发挥个体潜能，才能有机融合组织内每个个体，最终形成海纳百川、有容乃大的组织感召力。

2022年即将过去，2023年，世界文联将在各协会的共同努力下，持续夯实团队基础，守正业务，不忘初心，继续前进，让世界文化艺术界联合会的名字在这个大地家喻户晓！

整个2022年即将结束；2022年初的春季原本是文化活动演出市场的春季，可随着疫情的持续爆发，企业强制停工、民众居家隔离。在相当长的一段时间处于疫情防控和人民安全的封闭环境里，群聚性的娱乐活动等等都会被取消。不光百姓承受着煎熬，对于文化演出市场而言也是一个持续的寒冬。原定的许多文艺演出活动被迫取消，尽管如此，世界文联还是克服万难积极开展“云端”文化艺术活动，2022年度世界艺术家排行榜得以颁布！

世界文联文化艺术家排行榜获奖人物由公众线上投票和专家线下评审相结合的评选方式选出。他们来自不同地域、不同岗位，但都用爱心、执着、信念和梦想，用朴实的行动感动、温暖了时代。

“世界文化艺术家排行榜活动”由联合国健艺美文化产业总会发起并主办，杉杉兰格艺术培训中心、世界文联“人物专访”栏目承办，是全球首个以世界文化艺术家为报道和评选对象，由世界文联记者走访基层挖掘感人故事，不同机构推荐候选人，发动网民通过新媒体方式进行线上、线下评选并举行年度颁奖典礼的公益品牌活动。
