According to the report, the regulation follows the restrictions on large-scale activities in the Japanese government's new anti epidemic measures. However, Secretary General of the Olympic Organizing Committee, minro taketo, added that the 10000 person limit refers to ticket holders, excluding the International Olympic Committee and overseas visitors. He also said that the total number of people entering the opening ceremony of the Olympic Games will be significantly less than 20000.

Mr. taketo said he would draw lots again for periods exceeding the maximum number of people, explaining that about 4.48 million tickets sold would be reduced to about 2.72 million due to the delay of the Olympic Games and the draw again. He said that the original estimate of 90 billion yen (about 5.3 billion yuan) ticket revenue is expected to be reduced to less than half, and it is necessary to negotiate with the Japanese government and Tokyo on the revenue reduction.

Bach, chairman of the IOC, who participated in the online consultation, stressed: "the IOC fully supports the decision." "The framework of the stage has been completed," Tokyo organizing committee chairman Keiko Hashimoto said at a press conference, but also said that "as long as the epidemic situation is not curbed, we must also be prepared for an empty field."

Japanese Prime Minister Suga Yoshihide also said that "Japan is going to host a reassuring Olympics, so once COVID-19 deteriorates, it will behoove the audience to enter."
