当前，新冠肺炎疫情仍在全球蔓延，今后一段时期特别是秋冬季国内零星散发病例和局部暴发疫情的风险仍然存在，为进一步做好秋冬季旅游行业疫情防控工作，现将有关工作通知如下：

一、提高政治站位

1、 Improve political position

各地文化和旅游行政部门要深入贯彻习近平总书记关于疫情防控重要指示批示精神，落实党中央、国务院决策部署，必须时刻绷紧疫情防控这根弦。要再接再厉，全面做好外防输入、内防反弹工作，坚持常态化精准防控和局部应急处置有机结合，决不能让来之不易的疫情防控成果前功尽弃。各地要坚持人民至上、生命至上，认真总结今年常态化疫情防控工作经验做法，统筹推进疫情防控和旅游业复工复产复业。

二、落实防控措施

各地文化和旅游行政部门要针对秋冬季疫情容易出现反复的特点，坚持分区分级原则，进一步落实好旅游企业疫情防控措施指南要求，加强对已恢复经营活动旅游企业的监督指导，重点督促A级旅游景区、星级饭店、旅行社等完善常态化疫情防控措施，暂不恢复旅行社及在线旅游企业出入境团队旅游及“机票+酒店”业务。各地要将疫情防控关口前移，严格上岗工作规范，加强人员健康监测和管理，做好场所的通风换气和清洁消毒、人流控制等工作。

三、完善应急处置

各地文化和旅游行政部门要坚持底线思维，制定完善本地疫情防控应急处置预案，明确疫情防控应急措施和处置流程，宁可备而不用，不可用而无备。要按照属地管理原则，健全部门联动机制，提高应急处置能力，加强与卫健、疾控等部门沟通协调，在旅游经营场所发现疑似症状人员，应当立即进行暂时隔离，并及时通知当地卫健、疾控部门处置。要加强应急预案的演练工作，确保应急工作机制运转顺畅，一旦发现疫情，能够快速启动，高效处置，将疫情处置控制在合理范围。

四、加强宣传培训

各地文化和旅游行政部门、行业协会、旅游企业要进一步强化疫情防控培训，提升全行业对疫情防控工作的重视程度，要求所有相关人员掌握疫情防控制度和防控措施指南各项要求，在各领域、各岗位、各环节严格规范操作，确保各项措施落实到位。要通过官方网站、第三方平台、提示牌、广播、电子显示屏等方式，及时发布旅游企业疫情防控指南，要求一线从业人员做好对游客的宣传工作，引导游客增强防护意识、掌握防护知识，遵守安全警示规定，积极配合防控工作。

五、强化责任落实

各地文化和旅游行政部门要在当地党委、政府统一领导下，加强组织领导，落实疫情防控责任分工。建立督导机制，必要时向重点地区、重点旅游企业派出工作组，切实加强旅游行业疫情防控工作，确保各项疫情防控措施落实到位。
