澳媒爆议会为反华书籍提供保护伞 中方：望摒弃冷战思维和偏见

【环球时报驻澳大利亚特派记者 李锋 环球时报记者 姚丽娟】过去一年，澳大利亚政坛和媒体不断散播关于“中国在澳大利亚拓展影响力”的传闻。澳大利亚主流媒体不厌其烦地警告：“北京疑似渗透澳政府机关”“澳学术和言论自由也受到损害”。或许是为了呼应澳媒捕风捉影的报道，澳媒5日称，一名前澳大利亚绿党成员歪曲丑化中国政府、肆意攻击中澳关系的新书有望在澳大利亚议会的支持下出版发行。对于相关报道，中国外交部发言人耿爽6日回应相关问题时强调，希望澳方摒弃冷战思维和意识形态偏见，停止发表不负责任的言论，同中方一道在相互尊重、平等互利的基础上，推动中澳关系健康稳定发展。

澳大利亚《悉尼先驱晨报》5日援引消息人士的话称，澳大利亚联邦议会国家安全委员会的关键成员，包括委员会主席黑斯蒂、副主席伯恩等均支持动用该委员会的权力，保护澳大利亚查尔斯特大学学者、前绿党成员克莱夫·汉密尔顿撰写的揭示中国如何对澳施加影响的“爆炸性”书籍。报道称，澳大利亚总理特恩布尔的办公室听取了议会国家安全委员会的汇报后，未反对该书出版。

这本书的名字颇为耸人听闻：《无声的侵略——中国如何将澳大利亚变成傀儡国家》。该书据说“详细描述了中国政府如何对澳大利亚政客、大学、智库、媒体进行秘密渗透”。作者汉密尔顿称，他此前将书稿提交至澳大利亚议会，目的是让它在议会特权支持下得以出版，并给予该书法律保护。汉密尔顿还称，书籍原稿已由法律人士审阅，并大幅修订以避免法律风险。接手该书的哈迪·格兰特出版社透露，书籍将于下月出版。

汉密尔顿上周在澳议会就拟议中的澳反外国干涉法案进行作证时声称，此书的出版“受到中国政府的强力阻扰”，此前他找了三家澳大利亚出版公司，都遭到拒绝。不过，去年11月汉密尔顿接受英国《卫报》采访时曾说，“出版商并未受到中国官方的任何警告或威胁”。

澳媒认为，该书一旦出版，致力于中澳友好的一些前政府官员有可能会被激怒，比如前外长鲍勃·卡尔和前商务部长安德鲁·罗布。

另据当地媒体报道，用以“抑制中国的不当影响力”的反对外国干涉法案推进并不顺利。由于媒体和商界强烈反对，正在澳议会审议中的该法案有可能进行修订。去年12月，特恩布尔以美国外国代理人注册法案为蓝本，向议会提交了该法案。法案一旦通过，被澳政府认定为外国政府代理人的机构和个人必须向澳司法部注册，说明经营和运作情况。反对者认为，该法案有可能会使新闻记者和检举人失去保护，因而极力反对。

中山大学大洋洲研究中心研究员于雷6日接受《环球时报》记者采访时表示，中国不向外输出意识形态，但中国自身的经济发展形成了一种榜样效应，许多外国人看到中国的发展，很自然要与自己的国家对比。不过，对于本国民众对中国印象改变的原因，西方国家总是归咎于是中国宣传的结果，想要抵制“中国在意识形态和价值观上对发达国家的入侵”。于雷认为，事实上，西方总对中国提西式民主人权和西方普世价值观，这才是明目张胆的入侵。
