世界文化经济发展联合会院士工作站筹备领导小组成立

2026年5月22日，世界文化经济发展联合会在海南省海口市龙华区宝发胜意酒店隆重召开会议。

为深入贯彻创新驱动国家发展战略，精准赋能海南自由贸易港高质量建设，针对性破解海南热带农业、海洋经济、绿色低碳、文旅科创等重点产业的技术短板与高端人才紧缺难题，集聚全球顶尖智力资源，搭建产学研用一体化创新发展平台，世界文化经济发展联合会正式启动院士工作站筹备建设工作，并牵头成立专项筹备领导小组，全面统筹推进建站各项工作。

海南自由贸易港作为国家重点发展战略新区，坐拥独一无二的政策优势与区位优势，迎来了前所未有的发展机遇。随着自贸港建设持续纵深推进，产业升级、科技创新、国际接轨步伐不断加快，但高端科创资源匮乏、核心技术人才短缺等问题，成为制约区域高质量发展的关键瓶颈。

立足自贸港发展刚需，世界文化经济发展联合会充分发挥平台优势，凝聚各界力量，搭建起民间与国家互通联动的高端人才引荐、资源流通桥梁。院士工作站的筹备建设，是海南省落实科技创新、人才引育战略部署的关键举措，意义深远。工作站将依托海南省科协本土科创服务、政策对接、学术积淀的核心优势，融合世界文化经济发展联合会的国际资源、跨界融合、对外合作特色优势，精准引入院士团队顶尖科研技术、优质科研成果和高端创新人才，有效破解产业技术瓶颈、补齐区域创新发展短板，助力海南搭建国际化、专业化科创赋能平台，全面提升全省自主创新能力，培育新兴产业发展新动能，为自贸港科创高质量发展奠定坚实基础。

为保障院士工作站高标准、高效率落地建设，联合会组建专项筹备工作组，细化责任分工、梳理工作清单、明确时间节点，建立常态化会商协调、进度督办落实机制，统筹推进院士对接洽谈、建站方案编制、管理制度搭建、落地服务保障等全流程工作，确保各项筹备工作规范有序、稳步落地。

Pooling Forces in Science and Technology Innovation to Empower the Development of the Free Trade Port
The Preparatory Leading Group for the Academy of Sciences Workstation of the World Cultural Economic Development Federation has been established.
        On May 22, 2026, the World Cultural and Economic Development Federation held a grand conference at the Baofashengyi Hotel in Longhua District, Haikou City, Hainan Province.
       To thoroughly implement the national strategy of innovation-driven development, precisely empower the high-quality construction of the Hainan Free Trade Port, and specifically address the technological shortcomings and shortage of high-end talent in key industries such as tropical agriculture, marine economy, green and low-carbon development, cultural tourism, and scientific innovation in Hainan, the World Cultural and Economic Development Federation has officially initiated the preparation and construction of an academician workstation. It has also taken the lead in establishing a specialized preparatory leadership group to comprehensively coordinate and advance all aspects of the workstation's establishment.

       As a national-level key development zone under the Hainan Free Trade Port strategy, it boasts unparalleled policy and geographical advantages, ushering in unprecedented development opportunities. With the continuous advancement of the Free Trade Port initiative, industrial upgrading, technological innovation, and international alignment are accelerating. However, shortages of high-end scientific and technological resources and core technical talent remain critical bottlenecks constraining regional high-quality development.
 
       Focusing on the essential needs of the Free Trade Port's development, the World Cultural and Economic Development Federation fully leverages its platform advantages to unite diverse stakeholders, establishing a high-end talent referral and resource circulation bridge that connects the private sector with national initiatives. The preparation and construction of the Academy of Sciences Workstation represent a pivotal measure for Hainan Province to implement its strategic deployment in scientific innovation and talent recruitment, carrying profound significance. The workstation will rely on the core strengths of Hainan Provincial Association for Science and Technology, including local scientific innovation services, policy alignment, and academic expertise, while integrating the international resources, cross-sector collaboration, and foreign cooperation advantages of the World Cultural and Economic Development Federation. It will precisely introduce top-tier scientific research technologies, high-quality research achievements, and elite innovation talents from academician teams, effectively addressing industrial technological bottlenecks, compensating for regional innovation development gaps, and assisting Hainan in building an international, professional scientific innovation empowerment platform. This will comprehensively enhance the province's independent innovation capabilities, foster new momentum for emerging industries, and lay a solid foundation for the high-quality development of scientific innovation in the Free Trade Port.
 
       To ensure the high-standard and high-efficiency implementation of the academician workstation construction, the association has formed a dedicated preparatory working group. This group has detailed responsibility divisions, organized task lists, and clarified timelines, establishing a regular consultation and coordination mechanism as well as a progress supervision and implementation mechanism. It coordinates the entire process, including academician engagement discussions, workstation plan formulation, management system development, and on-site service support, ensuring all preparatory work is standardized, orderly, and steadily executed.
