罗华党，笔名：乐华，1958年生，原空军专业作曲家，高级职称，世界文化艺术界联合会创会主席，联合国健艺美文化产业总会常务副主席，世界艺术家协会副会长、北京山河风文化艺术院副院长、中国乐坛杂志社演艺中心主任、中国艺术网总监、东方艺术界联盟发起人、中国音乐家协会会员、中国音乐文学学会会员、中国音乐家辞典编委会委员。出版了由中国关心下一代工作委员会重点推荐的艺术类普及教育书籍《罗华党六位一体音乐立体化教程(钢琴1-10级)》。

1978年以前在家接受义务教育，1978年--1994年参军，曾就读于军校、党校和武汉音乐学院。20世纪80年代初，第一首作品《我是新来的兵》问世，从此便在军旅艺术处女地习耕，之后又有《啊，军旗》、 《无名岛》、电视音乐《希望不是梦》等一百多首军旅歌曲获全国全军创作奖，受到军内外广泛关注。先后在空军某部俱乐部任主任，武汉空军文工团、空降兵政治部文工团任作曲、钢琴教练，创作组长。参加过对越自卫反击战，获三等功一次。
