TSS签证取代457签证

从2018年3月起，现行的457签证将被废除，取而代之的是TSS签证(Temporary Skill Shortage，临时短缺技术工作签证)。

TSS签证将分为两大类别：为期2年的短期工作签证和为期4年的中期工作签证。

其中，短期工作签证只能续签一次。短期技术职业列表(STSOL)将适用于TSS短期工作签的申请人。

中期工作签的持有人须在澳洲境内办理续签手续，为雇主工作3年后或可申请永居签证。中长期战略技术职业列表(MLTSSL)将适用于TSS中期工作签申请人。

两类TSS签证都有比457签证更严格的要求：

* 相关工作经验的年限要求增加；

* 更高的英语水平要求；

* 强制执行劳工市场测试(Labour Market Testing)；

* 设置市场工资率(Market Salary Rate)框架；

* 申请人须通过无种族歧视劳动力测试；

* 强制要求提供无犯罪证明；

* 雇主培训员工的要求更严格等。

职业列表变化

2017年4月及7月，短期技术职业列表和中长期战略技术职业列表进行过重大调整。

2018年，中长期职业列表可能暂时不再作调整，但短期职业列表或会更新，表中的部分职业已被就业部标出，可能会被移除。这些职业包括住宿及酒店经理(Accommodation and Hospitality manager)、美容美发经理(Hair or Beauty Salon Manager)、招聘顾问(Recruitment Consultant)和建筑助理(Building Associate)。

大学导师(University Tutor)、心理治疗师(Psychotherapist)、物业经理(Property Manager)、房地产中介(Real Estate Agent)、房地产代表(Real Estate Representative)将列入短期技术职业列表。

同时，技术移民职业列表还将新增航空公司飞行员(Airline Pilot)这一职业，以解决澳洲飞行员短缺的问题。海外飞行员将获准持两年工作签证赴澳大利亚。

转永居不再一步到位？

2017年，澳大利亚政府曾面向社会公开征询签证制度改革意见。根据政府的动议，澳大利亚移民在获得永居身份前，可能需要持强制性临时签证(mandatory provisional visa)住满一定时期。签证种类也可能从目前的99种大幅削减到10种，以简化签证系统。

移民部门已收到255份意见书，2017年12月，移民部门称这些意见书中，反对设暂住期限的比例为55%。而大部分支持者则认为，暂住期至少要2年。
