　在岁末年初、辞旧迎新之际，各国家、国际组织领导人纷纷发表讲话，谈希望，话挑战，彰显了和平与发展仍然是时代的主题。

　　联合国秘书长古特雷斯在致辞中表达了对世界和平“赤字”的忧虑，认为有必要在2018年元旦向世界发出一个“红灯警报”。他表示，一年前上任时曾呼吁让2017年成为和平的一年，但“遗憾的是，从根本上说，世界并未走向和平”。从世界范围看，2017年的世界经济与世界政治成了两股道上步伐不协调的马车。世界经济进入相对强势复苏的轨道，但在国际政治领域特别是地缘政治领域，各种不稳定不确定因素日益增多，诸多新问题新挑战层出不穷。

　　地处亚太地区的朝鲜半岛，在元旦之际出现了一丝从对抗走向对话的曙光。朝鲜最高领导人金正恩在新年贺词中表示，朝鲜有意派代表团参加将在韩国举行的平昌冬奥会，北南当局可以就此进行紧急会谈。第二天，韩国总统文在寅作出积极回应。为此朝韩刚刚恢复了板门店电话联络渠道。在朝鲜半岛经历了一段剑拔弩张的时期之后，朝韩利用新年和冬奥会之机互抛橄榄枝，值得赞赏和鼓励。当然，冰冻三尺非一日之寒，半岛局势总是一波三折。朝鲜领导人与美国总统特朗普新年仍然不忘隔空“互怼”。但愿半岛示强与对抗的恶性循环能够被打破，让和平的曙光照亮对抗的黑洞。

　　在欧亚大陆的另一端，欧洲曾深受政治、经济、安全领域的“三重危机” 叠加的影响。当前，经济有了复苏势头，但基础依然脆弱。政治动荡、恐袭频发的局面没有明显改观。振兴与团结，无疑成了欧洲国家领导人特别关心的议题。法国总统马克龙在新年贺词中重申继续推动改革的决心，称2018年法国将着力发展民生工程，呼吁法国民众支持他实现“法兰西的复兴”。默克尔在新年致辞中为德国的团结而担忧，呼吁本国民众保持团结。英国首相特雷莎·梅在贺词中聚焦英国“脱欧”，声称政府将与国民团结一致克服困难，2018年将成为英国“重拾自信和骄傲的一年”。俄罗斯总统普京则在新年贺词中强调“团结、友谊和对祖国无私的爱能使力量倍增。”

　　相比之下，中国领导人的新年贺词更有血有肉，不驰于空想，不骛于虚声，干货更多，内容更实，从小处心系民生冷暖，充满人民情怀；从大处着眼构建人类命运共同体，尽显天下担当。

　　习近平主席在贺词中引述了过去一年国计民生发展的一连串数字，这些实实在在又来之不易的数字带给人们的是更多的获得感、幸福感、安全感。习近平在贺词中也坦言：人民群众最关心的就是教育、就业、收入、社保、医疗、养老、居住、环境等方面的事情，大家有许多收获，也有不少操心事、烦心事。这样的话直抵人心，充满力量。

　　习近平在贺词中指出，“天下一家。中国作为一个负责任大国，也有话要说。”中国坚定维护联合国权威和地位，积极履行应尽的国际义务和责任，信守应对全球气候变化的承诺，积极推动共建“一带一路”，始终做世界和平的建设者、全球发展的贡献者、国际秩序的维护者。这番话凸显了中国作为世界大国的自信和风范。

　　和平与发展仍然是时代的主题，也依然任重而道远。正如习近平所说，幸福都是奋斗出来的。同样，世界的和平与发展也是奋斗出来的。中国对未来之路做出了战略抉择，世界各国也应在新的一年里思考和选择未来之路。
