访联合国副秘书长阿希姆·施泰纳：从一带一路倡议中学习中国经验

“中国在南南合作中发挥了重要作用，‘一带一路’倡议预示着中国将更加积极地参与国际事务，中国为联合国作出的贡献也越来越大。” 联合国副秘书长、联合国开发计划署署长阿希姆·施泰纳日前在接受本报记者专访时如是表示。

　　2017年，不论对中国还是世界都是具有标志性意义的一年——“一带一路”倡议惠及全球，“构建人类命运共同体”理念首次被写入联合国决议，中共十九大胜利召开，中国理念、中国方案聚焦世界目光。

　　施泰纳指出，“一带一路”倡议是过去50年到70年以来，由一个国家提出的，在其他国家进行投资和开发并建立友好合作关系的最大单一项目。中国有丰富的资源以及独特的发展经验，联合国开发计划署在过去的几十年里一直是许多国家政府的合作伙伴。“我们愿意同中国合作，从‘一带一路’倡议中学习经验”。

　　“联合国气候变化大会《巴黎协定》的签署等事件让我们看到了中国在引导应对气候变化国际合作等方面发挥的引领作用，习近平主席的承诺让中国更加积极地与世界接轨。”施泰纳认为中国在南南合作中发挥着重要作用，为联合国作出的贡献越来越大。

　　自2017年6月履新联合国开发计划署署长以来，施泰纳把推动联合国2030年可持续发展议程作为自己的工作重点。这一议程包含的17个可持续发展目标，与经济增长、社会发展紧密相关，强调不能以牺牲环境为代价。施泰纳特别赞赏中国发展所遵循的一个原则：不能落下任何一个人，不论男女老少、残疾或健康与否。一个国家发展是否成功，最终取决于是否有人落下。“可以明确看到在中国共产党的领导下，中国在绿色发展和生态文明方面更多地参与国际事务，在防治污染方面所采取的主要措施已经取得了显著成效。”

　　施泰纳表示，习近平主席提出的生态文明建设理念不仅对于中国自身是一个巨大突破，对国际社会而言也十分有意义：“这就是领导力。真正的领导者能够判断形势，认清道路，充分地调动人民的积极性去寻找当下问题的答案。”中国不仅充分拥抱了自身历史发展的新时期，也致力于解决联合国正在关注的问题，实现可持续发展目标、社会进步以及生态环境可持续。“这标志着我们正在朝着一个全新的时代发展。中国与世界，正在一起探索未来”。
