10月24日，国务院联防联控机制召开新闻发布会，交通运输部、文化和旅游部、国家卫生健康委、海关总署相关司局负责同志和中国疾控中心专家介绍了加强秋冬季疫情防控和做好疫苗接种的有关情况。

文化和旅游部市场管理司司长刘克智表示，近期国内多地多点暴发疫情，防控工作丝毫不能放松。针对长途跨省旅游，文化和旅游部主要采取了两项措施。一是严格执行跨省旅游经营活动管理“熔断”机制。截至目前，全国中高风险地区分布在北京、内蒙古、贵州、甘肃及宁夏等五省（区、市），上述五省（区、市）均已暂停跨省旅游经营活动。二是暂停经营旅游专列业务。

Liu Kezhi, director of the market management department of the Ministry of culture and tourism, said that the prevention and control work can not be relaxed in the recent outbreak of the epidemic in many places and places in China. For long-distance inter provincial tourism, the Ministry of culture and tourism has mainly taken two measures. First, strictly implement the "circuit breaker" mechanism for the management of cross provincial tourism business activities. Up to now, China's medium and high-risk areas are distributed in five provinces (regions and cities) such as Beijing, Inner Mongolia, Guizhou, Gansu and Ningxia. The above five provinces (regions and cities) have suspended inter provincial tourism business activities. Second, suspend the operation of special tourism trains.

刘克智介绍，今年以来，文化和旅游部多次印发文件、召开电视电话会议，对全行业疫情防控工作进行部署，重新修订了旅行社、剧院等演出场所等4个疫情防控工作指南，并在全国旅游监管服务平台开设疫情防控学习专栏，组织行业从业人员加强培训学习。本轮疫情发生后，文化和旅游部于10月20日印发《关于进一步做好当前文化和旅游行业疫情防控工作的通知》，要求围绕重点时段、重点地区和重点领域，紧盯关键环节，把疫情防控各项措施抓细抓实抓落地；修订完善疫情防控应急处置方案预案，明确一旦出现疫情，各地文化和旅游部门在属地党委、政府领导下，会同相关方面妥善处置滞留游客，防止疫情外溢。文化和旅游部于10月23日印发《关于从严从紧抓好文化和旅游行业疫情防控工作的紧急通知》，从加强旅行社、A级旅游景区、星级饭店、文化和娱乐场所疫情防控，以及加强员工健康监测管理、加强监督检查等6个方面提出了20条具体措施，即“从严从紧20条”。

After the outbreak of this round of epidemic, the Ministry of culture and tourism issued the notice on Further Doing a good job in the current epidemic prevention and control in the cultural and tourism industry on October 20, which requires focusing on key links around key periods, key regions and key areas, and paying close attention to the implementation of various measures for epidemic prevention and control; Revise and improve the emergency response plan for epidemic prevention and control, and make it clear that in case of an epidemic, local cultural and tourism departments, under the leadership of local Party committees and governments, will properly deal with stranded tourists in conjunction with relevant parties to prevent the overflow of the epidemic. On October 23, the Ministry of culture and tourism issued the emergency notice on strictly and tightly grasping the epidemic prevention and control in the culture and tourism industry, and put forward 20 specific measures from six aspects: strengthening the epidemic prevention and control of travel agencies, class a scenic spots, star hotels, cultural and entertainment places, strengthening staff health monitoring and management, and strengthening supervision and inspection, namely "20 strictly and tightly".

刘克智表示，旅游景区人员聚集性强，流动性大，疫情防控难度大，必须从严从紧落实各项防控措施，坚决防止疫情通过旅游景区渠道传播。旅游景区开放管理要按照“限量、预约、错峰”的总体要求，在所在地党委、政府领导下，落实《旅游景区恢复开放疫情防控措施指南》相关规定，切实做好常态防控、科学防控、精准防控各项工作。地方新冠肺炎疫情防控风险等级和应急响应级别作出调整的，应当按照属地党委、政府要求分级管理，科学动态调整防控策略和措施，疫情高风险地区旅游景区该暂停运营的要立即暂停运营。在具体开放管理措施上，要重点做好以下几点：一是入口管控要严之又严，二是场所消杀要全面彻底，三是防控措施要精准细致，四是应急处置要及时有效。文化和旅游部将进一步加强工作督导，压实防控责任，推动旅游景区提高思想认识、增强风险意识、强化安全措施，切实维护人民群众的生命安全和身体健康。

Liu Kezhi said that scenic spots have strong personnel aggregation, high mobility and difficult epidemic prevention and control. We must strictly and tightly implement various prevention and control measures to resolutely prevent the epidemic from spreading through scenic spots. The opening management of scenic spots should follow the overall requirements of "limit, reservation and peak staggering", implement the relevant provisions of the guidelines for epidemic prevention and control measures for the resumption of opening up of scenic spots under the leadership of the local Party committee and government, and earnestly do a good job in normal prevention and control, scientific prevention and control and accurate prevention and control. Local novel coronavirus pneumonia risk control and emergency response level should be adjusted according to the requirements of the party committees and governments. Scientific and dynamic adjustment and control strategies and measures should be implemented. The operation of the scenic spots in high-risk areas should be suspended immediately. In terms of specific opening management measures, we should focus on the following points: first, the entrance control should be strict, second, the killing of places should be comprehensive and thorough, third, the prevention and control measures should be accurate and meticulous, and fourth, the emergency disposal should be timely and effective. The Ministry of culture and tourism will further strengthen work supervision, consolidate the responsibility of prevention and control, promote scenic spots to improve ideological awareness, enhance risk awareness, strengthen safety measures, and effectively safeguard the life safety and health of the people.

发布会现场，刘克智提醒广大游客，要密切关注国内疫情动态和中高风险地区变化情况，不要前往中高风险地区旅游。旅游行程中要充分理解并自觉遵守查验健康码、测温、规范戴口罩等防控要求，勤洗手、勤通风，养成“一米线”好习惯。出现咳嗽、发热等症状时，应停止游览并及时就医。（唐伯侬 范朝慧）
