刘心悠1981年4月1日出生于中国台湾新北，在台湾长大。新北市是台湾省第一大城市，最北端的城市，历史悠久，人口众多并且汇集许多来自台湾各地移民，有高度都市化的区域，也有乡间风情与自然山川风貌，样貌多元，人口组成及经济产业具多样性，堪称是中国台湾社会的缩影。

刘心悠14岁时去加拿大念书，母亲从事卡通漫画类工作，受母亲影响喜欢画画，梦想是成为一名漫画家，大学就读于加拿大加拿大Emily carr艺术设计学院设计类专业，2005年回台湾看望父母时跟随朋友参加《阿嫂传奇》剧组的面试并且面试成功，从而放弃学业踏入演艺圈。
